October 16, 2017: The Updated Policy for Uniform Guidance Goes into Effect Today

The University purchasing policy implementing the Uniform Guidance has been updated and goes into effect today, Monday, October 16th.  For more details, please refer to the previous announcement from September 18, 2017 (see below).

For any users who are involved in the purchase of goods and services for both sponsored and non-sponsored projects, please review the information provided below.

 

Uniform Guidance and Purchasing

Uniform Guidance (UG) governs the management of federally funded sponsored projects across the entire project lifecycle.  The UG supersedes requirements from OMB Circulars A-21, A-110 and A-133.  Although much of the UG took effect on December 26, 2014, the government delayed implementation of the procurement sections. 

 

What’s changing and when?

University purchasing policy implementing the UG has been updated and will go into effect at Columbia this October.  We previously communicated this would take effect on October 1st, 2017; it will now take effect on Monday, October 16th, 2017.  The updated policy can be viewed here.  Please note that the policy updates impact purchasing related to both sponsored and non-sponsored projects.

 

What are the policy changes?

Policy changes will impact the purchase of goods and services for both sponsored and non-sponsored projects.  For highlights of changes impacting purchases for sponsored projects, click here.  In addition, we strongly recommend that if you are involved in the purchase of goods and services for sponsored projects, you attend an upcoming Research Administration Forum:

We will be working with senior business officers to schedule additional meetings to discuss Purchasing and Uniform Guidance with various Schools and departments.

A dedicated website has been created as part of the broader Procurement site focusing specifically on Uniform Guidance as it relates to Purchasing at Columbia.  This website includes forms, tools and templates, as well as an interactive decision tree to help guide procurement users appropriately.  http://finance.columbia.edu/procurement-uniform-guidance .

A Job Aid is now available for Uniform Guidance. It highlights the Purchasing areas that are impacted by the Uniform Guidance relating to Sponsored transactions. The changes in related University policies will go into effect October 1, 2017. Read the changes
